Sport says this deal will be broken into two phases-three years with City in the Premier League and two years with New York City’s sister club in MLS.

Messi will earn € 100 million a season before tax at City, with an entire deal worth € 750 million over five years.
The balance of the outlay will be the signing reward of 250 million euros to join New York.
This would help to avoid the threat of breaking Financial Fair Play (FFP) regulations.
